Twister is an Dragon-type move introduced in Generation II.

In-Game Description

The user whips up a vicious tornado to tear at opposing Pokémon. This may also lower their accuracy.

Effect

Twister inflicts damage to all opponents and has a 20% chance of lowering each target's accuracy by 1 stage.

Twister can hit a Pokémon during the semi-invulnerable turns of Fly and Bounce, and if it does, it will have its power doubled for that Pokémon.

Twister is considered a Dangerous move, which gives it no Appeal category in Appeal Battles. If used in conjunction with another Dangerous move, it will result in an automatic loss of an Appeal Battle.

If the user is rallied, Twister's chance to lower accuracy is doubled to 40%. This does not stack with Serene Grace.
